Towards the heating season, Beijing, Tianjin and Hebei jointly launched an action plan for coordinated energy development to improve air quality and cope with smog. Reporters learned from the Beijing Development and Reform Commission yesterday that the “Beijing-Tianjin-Hebei Energy Co-ordinated Development Action Plan (2017-2020) ”has been officially issued and implemented. This is a “plan” jointly formulated by Beijing Development and Reform Commission, Tianjin Development and Reform Commission and Hebei Development and Reform Commission, which has been issued and implemented after being submitted to the three governments for their consent.

Beijing, Tianjin and Hebei are all important parts of and around the capital, and they are one of the three most vigorous economic growth poles in China. They are also one of the most important energy consumption centers in China.

The power grids of Beijing, Tianjin and Hebei are intimately connected. In the field of fossil energy, the two municipalities directly under the Central Government, Beijing and Tianjin with large demand for energy, together with Hebei, a province with large energy production and consumption, have strong complementarity in energy development. At the same time, Hebei Province, whose energy efficiency needs to be improved, can also improve its industrial structure and utilization level through new technologies in Beijing and Tianjin.

The head of Beijing Development and Reform Commission said that in the area of energy co-governance, the focus would be on reducing coal consumption and promoting structural optimization.

A few days ago, coal-free zones have been basically realized in Beijing, Tianjin, Baoding and Langfang of Hebei Province to the east of Beijing-Kunming Expressway and north of Rongcheng-Wuhai Expressway. By 2020, the plain area of Beijing will basically be “coal-free”. In addition to the use of anthracite briquette in mountainous areas, bulk coal for heating in other areas of Tianjin will be basically zero, and bulk coal for heating in rural areas of Hebei plain will be basically zero. In 2020, Beijing, Tianjin and Hebei will strive to control coal consumption at about 300 million tons.

Relevant officials said that the three places will jointly promote the development of renewable energy, vigorously develop wind power, photovoltaic, and promote the construction of wind power bases. Zhangjiakou Renewable Energy Demonstration Zone, Chongli Low Carbon Olympics Zone and Energy High-end Application Demonstration Zone will emerge. At the same time, priority will be given to renewable energy and clean energy access to the Internet in Zhangjiakou Renewable Energy Demonstration Zone to achieve regional integration in Beijing, Tianjin and Hebei.

The action plan includes 10 components. Beijing, Tianjin and Hebei will fully implement the “Four revolutions and One cooperation” in energy. Relevant officials said that the three places will be guided by the integration of energy facilities and build a new integrated energy system. In this region, according to the principle of “Moderate advance”, energy infrastructure will be planned, regional energy supply will be co-ordinated, and a diversified energy security pattern will be created. The three places will also accelerate the construction of power integration, build UHV transmission channels, improve the backbone network of 500 KV, strengthen the construction of supporting power sources, optimize the regional power distribution, and coordinate the energy supply facilities of new energy vehicles. At the same time, Beijing, Tianjin and Hebei will speed up the integration of oil and gas facilities, coordinate the development and utilization of oil and gas resources, strengthen the capacity building of crude oil storage and transportation, promote the construction of natural gas transmission trunk lines, and speed up the capacity building of LNG gas transmission. The person in charge also said that the level of regional clean heating should be upgraded to achieve Zhuozhou Thermal Power Plant heating to Zhuozhou in Hebei Province and Fangshan in Beijing.
